Performance can be CPU or GPU(and sometimes RAM) bound. If one ring of that chain is too weak - you won't get much performance.

Also, there is a high chance your thread was just merged into that one big bug thread. Steam just shows it as removed, since it is no longer a thread of its own.

Also thanks for your advice but if Im going to invest money in hardware im surely not going to play something that looks like it was made in the early 2000s.

Its like going to a restaurant, ordering food and its burnt, spoiled and smell like a dead cat. Then a guy like this come out and say:
