Horizon Zero Dawn was Published by Sony. Sony has a lot more money, Knowledgeable Developers and Experience in hiding those finite Details of Monsters Clipping through walls.

This has and will always be an Issue in Game Development. As more than likely Resources are spent elsewhere because of how a Character Creation is.
Step 1: Draw a Character
Step 2: Create a Skeleton for that Character (The Skeleton is the actual Main Body that is interacted with by the Player)
Step 3: Superimpose the Character Image onto the Skeletal Structure. The Image is what normally Clips the scenery because it has no actual Physical Value in the world.

They can and would waste a lot of time and money into creating characters whose Skeletons match the size of their image OR they could invest that time and money into developing more assets for the game.

It's like trying to have Photorealistic Graphics and a Intuitive AI/Complex Game Design. It doesn't work and doesn't happen because one side hogs all the Resources.

You can have Cake, but you cannot eat it.
