Fully upgraded wolf armor has the same stats as a freshly made set of padded. Unless you upgrade it fully, you're not going to see any improvement over the wolf set.

And if even in wolf armor, you're getting 2 shot by a general non starred fuling, then I can only surmise you didnt upgrade your wolf armor fully either... if you are also using late mountain biome or plains level foods properly.

All in all, something is amiss.
