Original plan did not include a- a global pandemic (are we already forgetting this? lol), and b- the much much much much much much higher than expected sales numbers. They expected an order of magnitude less bugs to be found than actually were. Rather than building upon a cracked foundation, they shifted gears to bugfixing first. More money takes a lot of time to increase the speed of development, it is not an instant thing.
