I have had the same thing happen. Since hearth and home, I've also had major issues with even finding them in burial chambers. I started a new game for hearth and home, and of 5 burial chambers have gotten a total of 3 cores..I need 4 just to make two portals! Let alone build anything like a kiln etc. I'm not sure what they did with surtling cores, but they seem broken to me too.
