Sure, but procedural generation always has rules in the code and those can be well or poorly thought out. My first character cleared 10-12 swamps without finding a single Vegvisir for [swamp boss]. In the 13:th I found two. In the same crypt.

The same character was over 1000 days before finding and killing [final boss]. If the altar is far enough from shore the mist makes it near invisible from the ocean.
Cleared at least 20 plains areas, found plenty of the (alleged) tell-tale standing stones guarded by elites - have yet to see an actual Vegvisir.
I feel like there have been some improvements since release in this regard but no matter how you slice it that's not good game design.
Every game with randomly generated worlds or areas has sanity checks to keep bad luck from being game-breaking or at least burnout-inducing.
This game needs more of those.
