I have often found this to be the case. The ground is too high on one side of the door or the other. Use your hoe to level it out and fix the problem. I also tend to use the gate instead of the door for this reason.

Also that reminded me just now too that there is another potential source of the issue:

If you have stairs connected in/out of the door, if the stairs are not properly aligned at/below the elevation of the bottom of the door, they'll clip above and cause some circumstances of being unable to get through the door.
