From various sources and discussions, including interviews with the developers, it was possible to learn that the Hearth and Home update was supposed to include more content, which was eventually abandoned, allegedly due to lack of time or something like that.

So there is content they thought about including but didn't? That is not a half finished update. That is just life, that is basically how plans go when they are being perceived and then reality and time come to play.
