You need mods to enable cheats on dedicated server. There is no other way to use them.
I didn’t get it from your post… did you lose items on your characters or the complete world?

I did have several disconnects where i lost all my items, but it never happened to everyone on the server. It takes only a few minutes to spawn it back.
