Very unlikely, I don't believe there will be a useful simulated AI for NPC-citizens in this game. However, the new update brought a few potentially non-hostile NPCs who also have little bases, but they do not do much, and act like normal mobs basically.

As far as I know, the game Conan Exiles might have what you are looking for. But I have never played it myself. This is just what I have read on steam.
