According to the support agent, on the multiplayer server I rent monthly, I was told that the devcommands feature only works for server owner, and can work for another player if they have admin access and they are playing solo while on a multiplayer server.

If you rent your server try asking a support agent, and try posting in the "Bugs & Technical Issues" forum category on Steam.
