Still seems pretty weak even for that, especially since it has no sneak buff like troll armour.

gives you anti poison and prierce resistance , with that set skellies and draugr archer makes you pretty low damage to you
and nope , its a light type set , between troll and fenris , not between heavy sets , now the game trully have both type of armors
these sets gives you a lot of buff in cost of brute defense points
troll : 0 speed penalty and stealth bonus , have very similar defense than bronze set ( that its trash right now )
root : 6% speed penalty and makes u weak to fire , but gives you +15 bow skill , pierce resist and poison resist , at full gives the same defense as bronze set
fenris : 9% speed bonus , frost resist and fire resist , still have less defense than full iron set but still pretty usefull if you are a runner player ( archer , dagger ) , and if you want some more defense use a top helmet with chest and leggs , still gives you 6% of speed and frost resist
