Both is important, with no RL Skill you dont hit, with no ingame skill you need more hits to kill a enemy and you need far far longer to shoot the same amount of arrows

Do you have stats to back that up? I really don't notice any difference between my new and old characters. The bow one-shots most things from range if you can hit it, and I certainly don't notice that it takes "far far longer".
