every procedural algorytjm is a code that follow rules..... i don't know the code of this game but if its procedural its not random.... if its not random it have rules...... limits.........What are these rules you speak of? There have been some incredibly odd map generations in this game, for them to be anywhere near defined by rules. procedural generation is not random, so it still follow some rules, the answer is still either the game allows or don't.
some games may have more limits than others, and otheres be more random but usually the best games are less random, terraria and starbound/minecraft/don't starve all have procedural generator but they are well defined rules by then u know exactly the max possible height a montain can eb in minecraft...... (usually never reach that height)
u also know the average amount of ores a world willl have on terraria, due to the procedural generator u will have sometimes more sometiems less, but for example the terain will never generate with 99% ores, as the game have a ratio/limit........ only people that know or study the code of this game can tell us the exactly of how the montain is generated and what rules it follows and the theorical limit of the size it can be... i don't know it i never looked the code of the game yet...... but its probally there somewhere....
