1. You're thinking more or less in the now and not from the perspective of the dev's intentions both progressively as they develop the game nor their end goals for development.

2. It's a pretty fairly normal, industry wide system that devs do major update and then adjust up/down/all around features to that update as players digest the content. There's only so much that a team(especially one small like val's) is capable of doing, even with player testers, to see the overall/overarching effects or even minutia ones can impact game play.

3. If game play is personally too easy for you, recommendations can of course be given for you since there's well over a year's+ worth challenge run and game play guides here and on youtube for those looking to make things harder for themselves.
