Actually they can. The OP had a huge start island 2/3rds the way around it in 6 days of sailing. If you are more than 500 meters from the starting stones and you enter ocean or sail at night near the shore a sea serpent can spawn.

Yep! I was going to reply to him saying the same thing...because I ended up running into a serpent just yesterday, right outside the river inlet to my base (on that Starting island).
I was sailing against the wind to go check out the island right next door when I saw it chasing me down, but fortunately I was able to turn around and get the wind to my back to get away.
