Seekers and others will also repopulate the dungeons. It's like bugs being difficult to squash out. I don't think the brood sacs have anything to do with it though, they are their own thing.

Dvergr treasure rooms have kind of unpredictable contents. Raiding some other dungeons may be better for cold hard coin.
