Yes you can build a raft. You go to the oar on the raft and press "E" to use it. Then control it with "WASD". Pressing W once you row, twice half lowers the sail and three times completly lowers the sail. You need to press S to slow down or go backwards. If you have the sail fully lowered you will need to press S 4 times to actually start paddling backwards.
