if it really is limited in the way you describe then whoever programmed the server at IG is completely incompetent since it goes against every single concept of a "server" I've ever heard of in 20+ years managing corporate server rooms.

adminlist.txt and thus admin rights on a remote machine let you kick and ban other players. Thats about it.
