The OP actually did us a mod, if you have read the OP's post. I've tried Infinity Hammer myself. It is a nice mod for an endgame player that has everything discovered and just wants to build freely.

Unfortunately it also gives the player permanently access to everything the game has to offer, and I thought that detrimental to my playing experience at that time (my main had not "finished" the game at that time).

Nonetheless it is a nice mod that pretty much introduces the "creative" mode in an easy, albeit not toggleable, manner.
