It is part of the games mechanics. This encourages more use of ships and/or exploring to find logistically correct placement of bases around resources. Personally I think we would lose a lot of depth to the game by removing the restriction.

The devs seem to have expressed a desire to not change it. So if it bothers you then you can play around it by world hopping, using the console or using mods.. or you can just play another game that works better for you.
