When I have issues, I usually do the following:

1. Remove mods (some might be out of date or incompatible with the game) - which you've already done in this case. :)

AND

2. Go into Steam and verify your game files, this does sort of a soft-repair on files that are there.

OR

3. Uninstall and reinstall via Steam.

OR

4. Uninstall, manually remove the folder where Steam put the game, then reinstall.

ONE of those usually works. :)

And I know it might seem weird, but also just try rebooting your computer.
