The two most important considerations to ask yourself about building a base, for practical reasons, are Farming and Ocean access.

Some crops only grow in certain climates, so without trying to spoil too much, the normal base location progression is

Meadows -> Plains -> Mistlands, with the latter being Highly optional gigachad stuff.

You CAN get by with just having a meadows base, and building small farming outposts in other locations. How I usually go, is I build up a big meadows base into Plains tier tech, and then I scout another base location in the Plains for my Plains, Mistlands, Ashlands base (So I try to go like 75% to the southern edge. I then just use a small Satellite outpost for Mistlands agriculture.

Avoid building in the Swamp at all costs, avoid building in the Mountains unless you really understand what you're in for. The mountains is a very cool place to build, but expect extremely low FPS during blizzards, and constant harassment by a couple of nasty enemies.
