Ok, solved it - had to create new world and transfer stuff there, but for whatever reason this didn't work in my new character's world.

I know it may feel cheesy (that's why I started new character from scratch) but I'd I changed my mind and would rather speed up catching up and spend more time building new base rather than grinding thru content I've beat twice already.
