You won't see the recipe for the Spice Rack unless you've touched both carrots and turnips.

Also needs mushrooms from Meadows. Turnips is usually the blocker.
Silver is needed for level 3 butcher table.
To get level 4 Black Metal bars is needed for pots and pans.
