It is possible in singleplayer, but I'm not sure if it could be done in multiplayer. Just enable the console by inserting on Valheim's launch options, enter a world, open the console with f5, enable the developer commands by typing , then use the command (replacing <number of players> with the number of players you want to emulate the spawn scaling of) and Bob's your uncle.
