If you mean crosswind vs tail wind, then testing has been done; crosswind is not faster than tailwind. As an aside: from a historical perspective, the sails required for faster crosswind sailing were not invented until relatively recently, so this design choice makes sense.

I don't know about rowing speed, but it certainly feels slower than crosswind sailing... I do it only when I'm forced to go directly against the wind.
