tbh im guessing you just got unlucky. each seed has 10 spots where he can spawn. first one you find is where haldor permanent spot will be the other 9 despawn. my guess is you may have been out side of the 200-300 meter range that triggers his location. Haldor ALWAYS spawns in the black forest biom
