As it turns out, I did reset all skills already when I stupidly tried the restcharacter cheat, so Re-creating character is the best option. If anyone knows a better way to deal with this in the future..

it might be your mod causing issue. but first try re-validating info and if that doesnt work try removing mod then re-validate.

By default, you locally host any games you start. As such, you do not require an internet connection for any solo games. You would still need to use a mod to allow pausing in a solo game.

So do i need internet to play this game?

It's excellent solo and beyond excellent with friends, so definitely worth it even for solo playing. That's how I play most of my time.
