The only one who can ban you from a server is the one hosting it. They can ban you for anything.There is no banning from the game.

I feel your pain. I have a 2070, i9, 16gb ram, and I'm playing the game like a pilgrim at 720p with everything turned off except vsync to get decent framerate.

Might be another issue aside from the GPU, what is your RAM situation? Bottle necking your pc is likley the culprit, first make sure you have no hardware issues.
