Under the Elder Altar is a great place for a secure base, have done that a few times myself. If you want an underground base that is nearly 100% safe then that's the best option.

Least that I've found was zero, most was 27. It's random.

Depends entirely on the distance and what waits on the other side. If you practice swimming a bit and eat lots of stamina foods, you can swim across most rivers and sometimes to small offshore island..

Keep looking for more burial grounds. Each are filled by RNG. Some you get real lucky, others not so much. A normal sized Black Forest have multiple burial grounds.
