According to the rule of least effort, it is highly unlikely that the wind is deliberately programmed to go against you. It's much easier for it to just shift by itself now and then than it is for it ..

Put more attention into sailing. IRL people have to tack regularly, it's part of sailing. If you've got some of the wind in the direction you want, then sail at an 30-45 degree angle to where you want..

I don't think it's confirmation bias. When I have to 'tack' to get to where I want to go 7/10 times, especially up a river, it seems programmed against me. While typing this comment the wind adjusted ..

Nope, devs keep adding crap to easily full your inventory but not something that can increase the slots ... To keep go and back to farm hours un their game .
