I think, when you click on the altar, it should mark your map with all the runestones that would have pointed there - to prove that there actually were some.

I also found Yagluth before finding the rune stone, but my plains explorations hadn't gotten very far. I stopped looking for a rune stone after that.*arrg. Vegvisir.

I'm one of those who found Yagluth's altar just by sailing around a large island. I found several of the stonehenges where a vegvisir could be, but also haven't see one. I just got lucky is all.
