What level is your bow? If you have a Level 4 Bow, you shouldn't have any durability issues before Moder is dead.

Make more than one bow.

I don't think you can get star level boars to spawn within 800 meters of world center.

You are over thinking it. All you need a frost resist, a good bow and about 200 arrows. Plink him when he's sitting still. Dodge his breath attacks when he is flying. You might need to repair your bow..
