They are slow until they are alerted. Their vision range is 15 tiles (half that of most other creatures) and their alert range is only 6 meters. That's why you can sneak up right next to them, drop some cloud berries, and just wait until they tame. I always aim to place the fire and workbench specifically to make a "enemy spawn safe" area for my portal and boat so it won't be attacked, though loxes do regardless. Like i said, there was no way for me to know they would spawn there as they spawn after everything else, making you think it's safe, but you come back, and there's 3 loxes attacking your boat.
And i'd argue that loxes are not slow at all, even when "inspecting" they are far faster than you walking. Not sure when but i imagine they buffed them when they added the ability to ride them.
Its true that they render last but the easy way to solve that issue is to paddle slowly along the coast to give them time to load in and then sail 30 more meters forward or sail back 30 meters and dock in either of those spots. That's twice the distance they can see and as long as you don't do anything noisier than walk or jump they won't come any closer. Then you just have to remember not to walk through their spawn point on the way back to your boat.
You can then walk along the coast and find a place its safer to make more noise and set up your work bench and portal there.
