I mean, the game is in early access and Mistland is part of the ''full release'' game version they promised to do. (There's still the frozen lands to the north and the fire lands to the south and an ocean overall) So no, it shouldn't've been a paid DLC or even free dlc as it's supposed to be part of the base game. They promised at least 9 biomes (like the 9 worlds) so these shouldn't be paid content. But I do agree that the quality of the update (imo) is on the level of what I'd like paid dlc to be.
