You won't find one place in any verbage from IG anywhere where they said the word promise. Nothing was promised. There is a roadmap. which is simply a listing of things they would like to fit into the game. Also subject to change, or to not happen at all if they wish tbh.

I mean sure, but certainly some of it can be considered a promise even if they didn't necessarily use that word, such as the second half of the game.
Could be an experience thing on their end though. It is obvious to most devs why they should not list off names for content that is neither started or confirmed. They know that it will set expectations, garner free hype, even if they do evade speaking in certain terms.
