So your issue is simply how bad the fishing skill leveling system is? Who ♥♥♥♥♥♥♥ cares? You can catch any fish at lvl 1 and lvl 100 if you cast withing 1-10m the level means nothing. Maybe just use a mod that helps increase the skill for you quicker?
