Tower shields don't suck, they have a different usage than bucklers and medium shields. It's a matter of play style. Keep in mind to block better (not parry) you need a higher health pool, so pretty much on the 2 health/1 stamina food regimen. If you want more flexibility (but less blocking power) then use a smaller shield.
