Two-part answer.
The biomes are somewhat unique from eachother in how you use your tools to "progress."
For example, in the plains you are introduced to tar pits. Old faithful pickaxe is still there but now you must utilize it in a different way to gain the tar.
As for filling out the biomes with extra stuff, I'd love to see that. But due to all the complaints about "no content" despite 1-3 patches almost every month as well as the Swamp and Mountain additions, the IGS team has shifted focus to only big updates (Ashlands, Deep North).
I loved their mini content updates, but this is the result we have from people not understanding where the "news" tab is.
