it does not sound like it, but with the render limits mod you can control the spawn rate. The game checks active and loaded areas against a limit and as long as that is not reached, things will spawn. render limits lets you increase active and loaded areas(and other stuff) to increase the draw distance, so it messes with the spawn rate automatically. That is why it has a setting to adjust the range in which that limit is checked...with that you can basically increase or decrease the amount of things that spawn.
