I've resorted to going through a portal and returning for them to chill out.
it was just never ending frightened, and i had to get close to repair, can't sneak while hammer equipped.

it was a small enclosure of the tall wood with pointy bits on the top.
my wolves were getting spooked by somehow seeing me through that.
or... hearing me?
i was sometimes able to not freak them out while sneaking, other times that didn't matter either.
no enemies nearby, just me.

but, my main point was... once they're frighted, they do NOT SEEM to chill out anywhere before they're able to destroy their enclosure.
and, i feel i recall they would chill out much quicker before H&H update.
