Good to know if so. I was going to try that for one of my ports. Now I'm glad I didn't waste the stone.

Correct, rock levies will not work unless you raise the ground behind it to the same height as the levy. Makes a great terraced look.

I've found bays much easier to put docks into as the swell doesn't get nearly as big in those areas as opposed to building on beaches that shoulder directly on open ocean. You seem to be placed higher above it or the game mechanic recognises that the swell doesn't need to be huge in those areas.
