The problem though is snapping downward from something that is already partially underwater.... if you are on a raft or a floating cart you cannot see upward from below the waterline.. which you need to do usually in order to snap to it correctly unless the ground is the perfect height already below it which is rare.

Another method which kind of works is snapping sideways and then up but this typically takes a lot of resources and again, trying the utmost not to mod or devcommand so can get expensive. Rock cant usually be recovered from underwater if its deep enough.
