The charitable answer to this question is that the game had a plenty of technological debt at the time of release that had to be repaid before they could move on with the development. A big portion of the original game was basically made by one person.

Its not easy to grow a tiny studio, hire a lot new people while keeping the creative juices flowing. By far most of the people working on the game today did not participate in the original release version back in 2021. Getting things back on track can take some time. Hopefully rest of the development will go smoother and the full game will still release in a couple of years time.
