The hoe doesn't really dig at all, and the specific comment being referenced was referring to tools and modes other than the hoe's default "level ground"; if you right-click while the hoe is equipped, you can choose to "raise ground", which uses 4 stones to increase the height of the ground it is used on by half a meter. This can be done up to 16 times in a specific location, raising the ground a total of 8 meters.Have you played the game? Citation needed; that sounds like either a bug, or player error.
"Pics or it didn't happen."
All it takes is trying to flatten out the first area for your first house or trying to dig out a copper node to see that the hoe doesn't dig down eight metres all the time.
Four times taller than you, if we're being specific; the character appears to be approximately two meters tall, inferring based on the measurements we can infer from the in-game objects (eg, "Log Pole 2m" appears to be the same height as a "wood wall" section, which is also the minimum height a character can walk through). Eight metres is taller than you. I have had the ground barely move when trying to flatten it or dig out copper ore nodes.
The tool for digging is called the "pick", which can dig a half-meter hole up to 16 times in a specific location, ultimately reaching a depth of 8 meters from the original ground elevation.
It sounds like you misunderstood what was being discussed, due to either inexperience with the tools in question, or reading while distracted. Let's just chalk this up to "player error", then, shall we?
