If the swells getting that high are rare, just ignore it maybe. I had a couple of tries like that early game, and the only annoyance is that it puts the fires out for a few seconds on/off/on/off pattern on the worst days. If you are low enough that it happens regularly, not just in epic storms, a rebuild may be better.
