That isn't how this works. They have data on their game and what players are doing. Usually nerfs and buffs follow the player data. People complaining with 80% quitting 20 minutes into trying it will result in nerfs.

I can't speak much to this expansion as I just got the game, but that's how devs have always worked. Especially on newly released content on a game that is still in development. Usually you would expect many nerfs and buffs in the following months. And speaking for the majority is silly with your premise. If the gaming industry has taught us anything, it's that the majority want easy games. The very reason almost every game gets dumbed down eventually, if it's getting updates for a long period.
