That's a pretty narrow definition of survival games. Where are you getting your definition from? Clearly the standard definition is much broader.

FWIW, Steam has it listed in the survival category, so, at least in relation to the topic of this thread it is a survival game.

It is a survival game, the genre survival is very broad yes, suppose i could've specified and said that it's not a "true(?)" survival game. I mean, terraria is tagged as a survival game demonstrating just how vague the survival genre is. But like i said, food or water aren't a necessity, they're merely buffs. So yes it is a survival game, but i'd say that surviving isn't the main focus of the game, exploring, building and crafting are. Survival means just living anyways, hence why the whole genre is so broad.
