You can hold shift when you level ground to level to the target height rather than where you're standing. You should be able to make a gentle ramp in this way, target just slightly lower than the last height, but I haven't played with it much - I often end up just making multiple runs to a boat over difficult terrain, it can be just as fast as doing the work to get a cart through.
